1 Dynamic Trend and International Comparison of China’s National Innovation Capability

Abstract: National innovation capability is the focus of international competition. This chapter establishes an index system to measure national innovation capability, which is based on four aspects: innovation environment, innovation resources, innovation outputs and innovation benefits. Using the data of 1991-2013, we analyze the overall situation of innovation capability in different stage in China. Then we use principal component analysis to dynamically show the condition and evolution trends. To objectively reflect the gap between China and the world’s leading innovation countries, this chapter also calculated the development index of national innovation capability, the results show that our country is gradually narrowing the gap with United States, but there still has a big gap about the innovation output and innovation efficiency compared to United States.

2 Comprehensive Analysis of Regional Innovation Capability in China【Chen Yufen】／029
Abstract: Regional innovation capability has gradually become the determinant of regional competitive advantage. And it has become an important engine for economic development. This chapter establishes an index system to measure regional innovation capabilities, which include four aspects: innovation environment, innovation resources, innovation outputs and innovation benefits. Based on data of 1999-2013, we analyze the innovation capabilities in different region in China. Then we use principal component analysis to comprehensively analyze the condition of regional innovation capability of each provincial area. Based on the results we provide some suggestions to improve regional innovation capabilities.

3 Development Status of Crowd-Innovating Space，Crowd-Innovating Model and Their

Abstract: With the development of crowd-innovating space（CIS），CIS has been paid high attention to crowd-innovating space by national leaders of China and US，and it has been the important platform for Popular entrepreneurship and innovation. There are many problems in theory and practice to need to solve. Based on the existing literatures and field survey，this chapter describes the concept and characteristics of it，and introduces and analyzes comparatively the CISs at home and abroad，and puts forward three types of CIS and describes their concept models. Finally，it points out the policy orientation and some problems to be further studied，which provides the reference to researchers to make further theory research and to government to make polices.

4 “Building the World Innovation Center: Based on the Analysis of Zhongguancun

Abstract: This report analyzes the present development situation of Zhongguancun bio-pharmaceutical industry，as well as the characteristics of industry innovation development. We conduct patent metrology analysis and questionnaire survey empirical studies on 68 representative bio-pharmaceutical companies，to reveal the characteristics of Zhongguancun biomedical industry Industry-Academia-Research innovation cooperation as well as the existing problem of innovation layout. Finally，with the goal of Zhongguancun building a world innovation center，the article proposes bio-pharmaceutical industry innovation layout optimization recommendations.

5 Study on Construction Strategy of Science and Technology Innovation Center with Global

Abstract: It is a important national strategy and key measure concerning the long term development and economy and society driven by innovation in Shanghai that Shanghai constructs Science and Technology Innovation Center. This chapter concludes the basic status of innovation in science and technology in Shanghai. Then it analyzes the connotation of the construction of Science and Technology Innovation Center in Shanghai and thinks its strategies.Finally，it puts forward some suggestions，such as constructing market-oriented innovative system mechanism，and building good ecological environment for innovation，and entrepreneurship and optimizing the layout of great innovation in science and technology and so on.

7 Research on Innovation-driven Development of Guangdong Industry

Abstract: Industry is the foundation of national economy. As one of China’s largest industrial provinces, Guangdong is implementing the strategy of innovation-driven development to speed up the structure adjustment and transformation and upgrading of industry. This paper develops an evaluation index system of “industrial innovation-driven development” concerning aspects of innovation environment, innovation capability, and innovation performance. Using the index system, it describes the situation of industrial innovation-driven development in China and analyses Guangdong’s “position” and “short-board” by comparing with advanced provinces and municipalities. It especially focuses on Guangdong industrial enterprises and describes their development trend in recent years. Finally, it proposes some strategic thinking and policy suggestion on accelerating innovation-driven development of Guangdong industry.

Abstract: This chapter reports the situation of innovation-driven development of Anhui province from the levels of provincial region，city，park and enterprise. Firstly，it concludes the achievement of Anhui province in the development process in which independent innovation as the core strategy，and the measures to become innovative province. Then it expounds the independent innovation path and innovation achievements of Hefei-Wuhu-Bengbu Independent Innovation Experiment Zone and some innovative park. Finally，it concludes the innovation situation of main cities and typical enterprises.

Innovation has been the main driving force for the growth of economy and society. As the innovation capability becomes the core factor of national competence，many countries have been taking innovation-driven development as the national development strategy. In the report of 18th CPC National Congress of Communist Party of China，it is explicitly stated that the innovation-driven development strategy shall be implemented to accelerate the improvement of socialist market economy system and the change of economic growth mode. The period of 13th Five-Years Plan is decisive period to carry out the innovation-driven development strategy，and is also the final stage to construct an innovative country.
As regions are the fundamental carrier and exerting point for the implementation of this important strategy，it is the main tasks to increase regional innovation capability and improve regional innovation system. The Annual Report on China's Innovation Development(2015)，the 2nd volume of the Blue Book of National Innovation, mainly analyzes and prospects successful practices and future trends of regional innovation in China.
There are eight special reports in this book. It contains the following three theoretical analysis reports: the measurement of national innovation capability and latest status of China's innovation capability; the evaluation and comparison of regional innovation capabilities in China; the development status, conceptual modes and research directions of regional group innovation space. Based on the theoretical analysis, this book focuses on the successful experiences of Beijing, Shanghai, Guangdong and Anhui in the aspects of regional innovation strategies and systems. And it summarizes the basic status on science and technology innovation in Shanghai in details, and analyzes the connotation to rapidly establish Shanghai Science and Technology Innovation Center with the global influence and thinks the strategies of it. And it also summarizes the outstanding achievements of Anhui province in innovation-driven development in the levels of enterprise, park, city and provincial region. As for the special pilot experience in city innovation of Shenzhen, and it concludes the main achievements and measures in deepening the reform of sci-tech system comprehensively, implementing innovation-driven development strategies deeply and making effort to build an innovation highland which are carried out by Shenzhen Special Economic Zone.
