Prof. Huang Xiaoyong, graduated from Renmin University of China in 1982, is the vice-president of Graduate School of the Chinese Academy of social Sciences (CASS), tutor of postgraduate candidates, the director of the Research Center of Civil Organizations and Public Governance, the director of International Energy Security Research Centre, and the vice-president of the Japanese Economic Association, and an academician of World Academy of Productivity Sciences (WAPS).
His academic interest has been first in Japanese enterprise operation strategies, Japan’s industrial policies and then in Japan-US trade and the comparison and cooperation of Sino-Japanese economy. He has been visiting scholars in Meiji University, Tokya University and Aichi University. He has works such as On Japan as Number One, Japan’s Industrial Policies, Japan Overview, Concise Encyclopedia on Japan, A Comparison on Logistics Industry in Japan and in China, Japan’s Experience and China’s Reform, etc..
In the 21th century, his academic interest has shifted to International Energy Security and NGO issues. He has been visiting scholars in Britain, Poland, Russia, Germany, and Hungary. He has the following works: Blue Book of Civil Organizations series, also mentioned as Annual Report on China’s Civil Organizations (2008), (2009), (2010-2011), and Case Studies on Public Policy and Social Security, etc.
This book is a translation from the original Chinese work. With key contributions from Chinese government departments, research institutions and academics, this book provides a comprehensive analysis of China’s civil organizations’ position. The detailed up-to-date content (in Chinese) examines China’s civil organizations, weaknesses and strengths. In order to construct a modern “small government, big society” framework and build a harmonious society by a new type of governance model, the expert authors take a close look at integrated forecasting issues, provide policy analysis articles and point out that the government should place more importance in the community civil organizations and support their development through guidance and supervision over them. The civil organizations in Jilin province have been taken as a case and regional study.
